In this session, we’ll explore how leaders and teams can boost agility by applying the Cynefin Framework. This decision-making tool, created by Dave Snowden in 1999 at IBM Global Services, helps people understand the nature of situations before taking action. Snowden described it as a sense-making tool, a way to interpret reality so that organizations can respond effectively and flexibly. The Welsh word Cynefin means “habitat,” reminding us that context shapes every choice we make.

While many know the Cynefin Framework from simplified diagrams—such as those popularized by Edwin Stoop—the true value lies not in the drawings but in how it boosts agility by guiding decisions in different contexts.

The Origins of Cynefin

Snowden designed the model to help IBM manage knowledge more effectively. As European director of IBM’s Institute of Knowledge Management, and later as founder of the IBM Cynefin Centre for Organizational Complexity, he refined the framework into a globally recognized tool. In 2003, Snowden and Cynthia Kurtz published The New Dynamics of Strategy: Sense-Making in a Complex and Complicated World in the IBM Systems Journal, a paper that established Cynefin as an innovative framework.

Over time, the domains evolved: from “known, knowable, complex, and chaotic” in 2003, to “simple and complicated” in 2007, and later to “clear.” This evolution reflects the same principle that organizations must adapt continuously if they want to boost agility in uncertain environments.

The Five Domains That Boost Agility

The Cynefin Framework divides decision-making into five domains: clear, complicated, complex, chaotic, and confusion. Each domain provides a different way to interpret cause and effect, offering leaders guidance on how to act.

1. Clear Domain

The clear domain is the world of known knowns. Rules and best practices apply, and outcomes are predictable. The method is sense–categorize–respond. By identifying facts, categorizing cases, and applying proven methods, organizations can ensure stability. However, clinging too tightly to “clear” processes can block innovation. Leaders who want to boost agility must prevent complacency by encouraging early warnings and fresh perspectives.

2. Complicated Domain

Here, cause and effect exist but require analysis or expert knowledge. This is the domain of engineers, analysts, or medical specialists. The approach is sense–analyze–respond. Multiple correct solutions may exist, and the best path depends on expertise. Organizations that learn how to navigate complicated systems effectively can boost agility by balancing expert insight with adaptive learning.

3. Complex Domain

Complex situations involve unknown unknowns. Patterns only appear after experiments and reflection. The move is probe–sense–respond. Leaders can boost agility by running safe-to-fail experiments, learning from feedback, and scaling successful approaches. This domain is essential for navigating culture, markets, and ecosystems where rigid rules fail but adaptive learning thrives.

4. Chaotic Domain

The chaotic domain is the world of crisis, where immediate action is required. The approach is act–sense–respond. First create stability, then evaluate, and finally respond. Acting decisively in chaos allows organizations to boost agility under extreme pressure. Examples include disaster recovery, emergency response, or major organizational breakdowns.

5. Confusion Domain

At the center lies confusion, where it is unclear which domain applies. Conflict, noise, and disagreement dominate. To move forward, break the issue into smaller parts and place each into one of the other domains. By clarifying complexity, organizations can boost agility and regain momentum.

Movement Between Domains

The Cynefin Framework is dynamic. Problems may move clockwise from chaotic to complex, to complicated, and finally clear. But bias or complacency can cause a sudden collapse from clear into chaos. By recognizing these shifts, organizations can continuously boost agility and adapt to new realities.

Real-World Applications of Boosting Agility with Cynefin

The Cynefin Framework has been used across industries to boost agility:

At IBM, teams applied it to policy, product development, supply chains, and customer service.

Governments applied it in emergency response, defense, and policy-making.

Healthcare professionals used it in the NHS and in the fight against HIV/AIDS in South Africa.

Agile teams employed it to handle uncertainty in software development.

Security and crisis teams applied it to homeland security, policing, and large-scale disruptions.

In 2017, RAND reviewed decision models with Cynefin, while the European Commission published field guides for applying it in crisis management.

Criticism and Limitations

Some critics argue the Cynefin Framework is too abstract or lacks clarity in its terminology. Others say it oversimplifies the real complexity of organizational life. Yet many researchers argue the opposite: that Cynefin helps organizations face uncertainty directly, thereby enabling them to boost agility when theory alone is not enough.

Cynefin and the Theory of Constraints

Steve Holt compared Cynefin with the Theory of Constraints, mapping different types of constraints to Cynefin’s domains. This cross-application highlights how both frameworks can be used together to boost agility by aligning decision-making with systemic bottlenecks and adaptive constraints.

Conclusion: Boost Agility by Understanding Context

Not all problems are the same. Some require best practices (clear), others expertise (complicated), others experimentation (complex), and crises demand immediate action (chaotic). Sometimes confusion itself is the first challenge.

By applying the Cynefin Framework, leaders and teams can recognize the context of their challenges and act accordingly. This ability to adapt decision-making styles is what allows organizations to boost agility, thrive in uncertainty, and create sustainable success.

How the Agile Manifesto Helps Us Boost Agility

Listen now (9 mins) | Discover the 4 values and 12 principles of the Agile Manifesto to empower agile coaches in driving team collaboration, adaptability, and continuous improvement.

Pedram Keshavarzi

<picture><img src="https://substackcdn.com/image/fetch/$s_!6Q-P!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F37d9365c-1c78-4c94-a9c8-c74e058a03bf_3000x3000.webp" width="1456" height="1456" data-attrs="{"src":"https://substack-post-media.s3.amazonaws.com/public/images/37d9365c-1c78-4c94-a9c8-c74e058a03bf_3000x3000.webp","srcNoWatermark":null,"fullscreen":null,"imageSize":null,"height":1456,"width":1456,"resizeWidth":null,"bytes":306740,"alt":"Boost Agility - The episode cover of Agile Manifesto Guide for Coaches: Values & They weren’t frustrated with coding itself but with the heavyweight processes surrounding it—endless documentation, rigid contracts, delayed feedback loops, and failed projects. Out of that frustration came a short but powerful statement: the Agile Manifesto.

This declaration transformed the way we think about work, teams, and value delivery. More importantly, it continues to help organizations boost agility in a world where change is constant and uncertainty is the norm.

Why the Agile Manifesto Was Created

By the late 1990s, traditional software development—most often the Waterfall model—had become painfully slow and unresponsive. Teams faced:

Massive up-front planning that took months or even years

Rigid phases of requirements, design, coding, and testing

Customers only seeing the product at the very end—too late to adjust

Projects running over budget, missing deadlines, or being abandoned entirely

The 17 signatories had already been experimenting with alternatives such as Scrum, XP (Extreme Programming), Crystal, and DSDM. They realized their shared insights could help others boost agility beyond specific methods. The result was a manifesto of values and principles—a mindset rather than a prescriptive framework.

The 4 Agile Values and How They Boost Agility

1. Individuals and Interactions Over Processes and Tools

The pain: Rigid processes delayed progress. Teams couldn’t adapt quickly.

Agile fix: Empower people. Foster collaboration through conversation, not bureaucracy. This shift helps teams boost agility by staying adaptive.

2. Working Software Over Comprehensive Documentation

The pain: Teams wasted months producing documentation that delivered no usable value.

Agile fix: Deliver working software early and often. Real outcomes—not paperwork—are what boost agility.

3. Customer Collaboration Over Contract Negotiation

The pain: Locked-down contracts left no space for evolving needs.

Agile fix: Involve customers continuously. Regular collaboration ensures relevance and prevents costly rework, helping organizations boost agility in dynamic markets.

4. Responding to Change Over Following a Plan

The pain: Rigid plans quickly became outdated.

Agile fix: Treat change as a feature, not a failure. Embracing learning and adaptation is how teams truly boost agility in uncertain environments.

Timeline: How the Agile Movement Unfolded

Here’s a quick journey through the milestones that shaped the Agile landscape:

The 12 Agile Principles: What Pain Does Each Solve?

Each principle is a direct antidote to a problem with old-school delivery. Here’s what they solve:

For Agile Coaches: Using the Manifesto to Boost Agility

For Agile coaches, the Agile Manifesto is more than history—it is a practical compass:

Reconnect teams to purpose: Put values and principles above rigid checklists.

Explain the “why” of Agile: Ground coaching in historical clarity.

Coach beyond frameworks: Scrum, SAFe, LeSS are tools. The Manifesto is the mindset that helps coaches boost agility across all contexts.

Defend agility against bureaucracy: Use history to guard against regression into heavyweight processes.

Diagnose dysfunctions: Each value responds to a historical pain. Identify where teams are stuck and apply the right principle to boost agility.

Final Thoughts: The Manifesto as a North Star

Agile was never meant to be about rituals or tools. At its heart, it has always been about finding better ways of working in a complex and fast-changing world.

Though it was written in 2001, the Agile Manifesto continues to guide Agile coaches and teams. Its wisdom remains timeless, serving as a North Star to help organizations and individuals boost agility every day.

Coach beyond the framework: Scrum, —tools. Agile Manifesto—mindset.

Defend agility against bureaucracy: Use history to prevent regression

Diagnose dysfunctions: Each value and principle reflects a pain point. Where's your team stuck?

What Is Agility? Whether you lead a Scrum team or drive business strategy at the C-level, agility helps you respond to change, deliver value faster, and stay aligned with customer needs.

But agility is often misunderstood. It's not just about working faster—it's about responding with purpose. This article will break down what agility means and how you can assess and apply it at both the team and organization levels.

What Is Agility?

Agility is the ability of a team or organization to respond quickly and effectively to change—while delivering value continuously to customers.

Agility Includes:

Adaptability: Changing direction when needed

Frequent delivery: Producing valuable results in small steps

Fast learning: Inspecting and improving continuously

Collaboration: Working closely across roles and with customers

Value focus: Delivering outcomes that matter—not just outputs

Note: Agility is not just speed. It’s purposeful flexibility with a clear focus on value.

Team-Level Agility: What It Looks Like

An Agile team isn’t just following Scrum or Kanban—they’re living the principles. Here's what real agility looks like in action:

Signs of a Truly Agile Team:

Delivering working product increments every 1–4 weeks

Adjusting plans based on customer feedback

Collaborating cross-functionally—developers, testers, designers, and the Product Owner

Running regular retrospectives and implementing improvements

Focusing on customer value, not just story points or tasks

Example:

A Scrum Team updates a health-tracking app every Sprint. They adapt their Sprint Backlog based on user feedback and improve their process through retrospectives.

Organization-Level Agility: What It Looks Like

At the organizational level, agility is about strategic adaptability, customer-centricity, and empowered teams working toward shared goals.

Signs of an Agile Organization:

Quickly shifting strategy in response to market changes

Teams aligned around business outcomes, not isolated projects

Decisions made close to the work—not top-down micromanagement

Data-driven prioritization using tools like EBM or OKRs

Structures that reduce handoffs, silos, and delays

Example:

A company uses SAFe to coordinate multiple Agile Release Trains around strategic goals and adapts its product roadmap based on real-time market feedback.

How to Assess Agility at the Team Level

Use these 5 practical dimensions to evaluate your team's agility:

1. Value Delivery

Are valuable increments delivered at least once a month?

Is customer feedback visible and acted on?

2. Responsiveness

Can the team adjust mid-iteration?

Are feedback loops short and effective?

3. Collaboration

Are roles cross-functional and responsibilities shared?

Is there daily teamwork and shared ownership?

4. Continuous Improvement

Are retrospectives frequent and meaningful?

Are action items followed through?

5. Transparency

Is the backlog clear and prioritized?

Are stakeholders aware of goals and progress?

Tools: Scrum Values, Team Health Checks, Team Kanban Maturity Model

How to Assess Agility at the Organizational Level

Ask these 5 key questions to uncover agility across the enterprise:

1. Strategic Adaptability

Can we change direction rapidly?

Are decisions made where the work happens?

2. Customer Centricity

Is customer feedback driving priorities?

Do we measure outcomes over activity?

3. Coordination and Flow

Are delays and dependencies minimized?

Are teams aligned around shared goals?

4. Cultural Support

Do we reward learning and experimentation?

Is failure seen as feedback?

5. Systemic Improvement

Are processes regularly reviewed?

Is improvement visible from teams to executives?

Tools: <a
